Part L Loop Hole to Save Housebuilders nearly ?Ǭ£1billion!

 

By pre-registering planned homes with Local Authority Building Control before the introduction of the new Part L regulations in October 2010, housebuilders are estimated to have saved themselves nearly £1billion, simply by not being required to comply with the new higher energy efficiency levels.

A survey carried out by LABC members showed that before the October 2010 deadline, more than 178,000 homes were preregistered.  By pre-registering new projects, builders able to build to the lower efficiency  targets  within the 2006 Part L regulations, on the provision that building starts on site with  one year.

The LABC figures are a conservative estimate, as only half the Local authorities in England and Wales were surveyed. The final figure is likely to be a great deal higher.

LABC Chief Executive, Paul Everall, sees the Loop holes likely to advantage some builders and that the importance of having a level playing field when introducing new legislation was critical to the health of the building industry.
